What small around the breasts

The dress is very beautiful, I ordered size M for a bust size of 92 cm, waist 74 cm. The dress turned out to be small, it didn't fit in the chest. The dress fits a bust size of 87 cm and a waist size of 67 cm. The fabric does not stretch.
